HARM
A research project developing an accountable methodology for listening, evidence, responsibility and institutional learning.

HARM is a research project and Res Publica's central methodology. It examines how lived experience can be received with dignity, documented with care, reviewed independently and carried into institutional learning.
The methodology distinguishes experience, evidence and judgment. An account does not become established fact merely because it has been recorded. Specialist review and human decision remain separate, traceable stages.
The documented research framework moves from Citizen Experience through AHIP, Structured Hearing, Reflection, Expert Review and Mechanism Identification to Responsibility Evidence, knowledge products, community learning, institutional learning and Governance Improvement.
HARM is neither a commercial product nor an automated decision system. The methodology remains in institutional development; public case examples stay excluded until reviewed and approved material exists.
